Implementation of gender mainstreaming

Analysis

As part of the problem analysis, relevant gender issues in the area of intervention are identified. This includes a gender analysis, which not only describes the current state of the gender situation, but also deals with causes, determinants and effects of gender disparities.

Objectives

Taking the overall gender equality objectives of the ESF and the ESF-federal programme as a starting point, the gender analysis results provide a basis for the formulation of specific gender equality objectives for the program. These gender equality objectives are tailored to the respective field of intervention and are formulated as objectives concerning the participation of women and men, such as performance objectives and impact objectives. The key question is: What contributions can and should the programme make to promoting gender equality?

Planning

In the course of programme planning, the proposed course of action will be reviewed with regard to possible gender effects, and the target groups will be analysed by gender. This will ensure that the planned projects do not perpetuate existing gender structures, but rather achieve the equality objectives of the programme.

Project Selection

…applicants are informed in advance about the specific requirements of the gender mainstreaming implementation

…in the assessment of the submitted projects, the gender mainstreaming concept in the proposed project will be reviewed

…the project selection criteria will include mandatory gender mainstreaming criteria.

Monitoring

The most sophisticated indicators possible will be used in order to continually monitor whether gender objectives are being met and to take countermeasures if necessary. As much as possible, all indicators will be collected and presented according to gender.

The funded projects will be informed about the requirements of gender mainstreaming, and regular trainings and information sessions will be offered to the staff.

The spending and progress reports entail detailed information about and documentation of the implementation of gender mainstreaming in the respective project.

Evaluation

The programme evaluation assesses all results, differentiated by sex, and evaluates the gender impacts of the programme, as well as whether the gender equality objectives set in the planning phase have been achieved.

An additional task of the programme evaluation is to determine the extent to which gender mainstreaming has been integrated into the structures and processes of the programme, and whether the necessary framework has been created to support this integration.
