The Agency for Gender Equality within the ESF
Since the funding period 2007-2013 Gender Equality for women and men has been assigned high priority within the European Social Fund on the German federal level.
The dual approach, consisting of gender mainstreaming, and specific measures is backed by Gender Budgeting. It is based on the Operational Programme and described in the supplementary documents.
The Federal Ministry of Labour and Social Affairs set up the Agency for Gender Equality within the ESF in March 2009 to transfer this approach into practice and into the daily activities of the actors.
The portfolio of activities of the Agency for Gender Equality within the ESF encompasses the advisory processes for ESF administrators on the federal level, the compilation of expert and target-group specific knowledge, networking on the EU and German levels and the systematic transmission of information by means of the relevant documents, practical developments and examples of good practice by web-based information management.
The Agency’s concept focuses on two dimensions within the ESF implementation: firstly, the Operational Programme (analysis, strategy development, implementation, monitoring and evaluation). This also encompasses Gender Budgeting as a means to monitor Gender Equality. Secondly it focuses on the policies outlined in the ESF programmes. Labour market and employment policy are both the reference framework and the basis for identifying the policy goals of Gender Equality.
The team at the Agency consists of Henriette Meseke (Managing Director), Dr. Regina Frey, genderbüro Berlin, Irene Pimminger and Renate Wielpütz, together with Petra Ahrens, Dr. Anne Rösgen and Benno Savioli who are external experts on special topics.
